Rather than just running a hackathon where participants break into groups and compete to develop the best idea. Start your hackathon with a turbo charged idea generation session. That's what we did with the Morton Shire in the lead up to the full Gov hack competition.
Before the big start of the hackathon, we ran an idea generation session for the whole group on a challenge facing the Morton Shire. The use of this session stimulated thinking and also collaboration between participants who were remotely located across the region.
